According to the Unicode Consortium's latest blog about the topic,
The submission window will be open April 2 through July 31, 2024 and all submissions will be notified of their status by November 30, 2024.
At or before this point, the proposal PDF should end up on the list of emoji requests and/or the Unicode® Technical Committee Document Registry.

Thank you for submitting an emoji proposal for "anvil". We appreciate all of the effort that went into its preparation.
Each year, the Unicode Emoji Standard & Research Working Group receives far more emoji proposals than the very limited number that can be encoded. We regret to inform you that your proposal was not among those selected to move forward.
As a small, volunteer-run nonprofit we can’t provide individualized feedback on each proposal. We understand this may come as a disappointment. Thank you again for taking the time to contribute to the Unicode Standard.
